Administration

Michele Napolitano, MSEd, CRC, CASAC – Executive Director

Michele Napolitano holds a Master of Science in Education/Rehabilitation Counseling degree from Hunter College in New York City and is a Certified Rehabilitation Counselor and a New York State Credentialed Alcoholism and Substance Abuse Counselor. Michele began working for Fairview Recovery Services in July, 1995. In prior roles at Fairview she served as Program Supervisor and Program Director at the Addictions Crisis Center and as Clinical Director of the agency. Before moving to Binghamton in 1995, Ms. Napolitano worked at Metropolitan Hospital in New York City’s East Harlem neighborhood as a psychiatric rehabilitation counselor. Ms. Napolitano’s New York experience also involved interning at St. Luke Roosevelt’s Smithers Adult Inpatient Alcoholism Unit as an Alcoholism Counselor. Michele is an advocate for the homeless in Broome County and also participates in a number of interagency planning groups.

Patrick Haley, LMSW – Clinical Director

Pat holds a Bachelor’s degree in Psychology from SUNY College at Old Westbury. He has a Master’s Degree in Social Work from Syracuse.

In the position of Clinical Director, Pat oversees all of Fairview’s programs.

Pat’s association with Fairview began in 1998 when he was hired as the Coordinator of Fairview’s Supportive Living program. Prior to the position of Clinical Director, he worked as a Fairview contract employee in Owego as the Coordinator of the Tioga County Single Point of Access program.

Dawn VanKuren – Administrative Assistant

Dawn VanKuren holds a Bachelor of Science degree in Human Development from Binghamton University. She joined Fairview in 2016 with over 15 years of Case Management experience, working with local non-profit agencies who serve dually diagnosed, mentally ill and homeless individuals. In addition, Dawn has served on several community service committees. Prior to her experience in the non-profit sector, Dawn was an Administrative Assistant with a large manufacturing corporation and a local government entity for a combination of 15 years experience. In her current position, she provides administrative support to the Executive Staff and Board of Directors.

Tina VanNoy, LCSW- Director of Residential Services

Tina holds a Bachelor’s degree in Social Work from Mansfield University and a Master’s Degree in Social Work from Marywood University.

Tina’s association with Fairview began in 1998 when she was hired as a Case Manager at the Halfway House and later moved on to a position as the Family Empowerment Worker in the Women and Children’s Supportive Living program including participation in Shelter Plus Care.

In December 2003, Tina gained additional experience as a contract worker for the Tioga County Department of Hygiene, Alcohol and Drug Services; providing outpatient treatment to substance abusers and MICA clients.

Tina returned to Fairview fulltime in March 2005 as Director of the Addictions Crisis Center which included participation on the Binghamton City Drug Court. Tina held this position until July 2007 when she took over as the MICA Residential Services Coordinator; allowing Tina to utilize her Clinical Social Work expertise.

Currently, Tina also serves as a committee member on the Broome County Family Violence Council.

Heather Orner, MSEd – Program Coordinator and Fairview/Merrick Program Admissions

Heather holds an Associate’s degree in Criminal Justice, a Bachelor’s degree in Psychology and a Master’s degree in Education with a specialization in Family and Community Services. Heather has several years of human service experience, through many different avenues, from teaching in Public School Districts to being a Corrections Officer in a County Jail.

Heather joined Fairview in May 2015 as a Case Manager for the Fairview/Merrick Community Residence. She worked with clients from the Fairview and Merrick Residential programs, providing counseling and offering guidance in a residential setting. In July 2016, Heather was promoted to Community Residence Program Coordinator.

Supportive Living

Gary Hartford II – Program Coordinator

Gary graduated from SUNY Brockport in May 1998 with a Bachelor’s of Science degree majoring in Criminal Justice.
His extensive background of experience includes: Human Resources Specialist, Case Manager working with defendants within the County Jail system, Case Manager working with youthful offenders, and working with youths through the Office of Children & Family Services.

Gary joined Fairview in May 2011 as a Case Manager for the Fairview Community Residence Program. He has worked with clients from the Fairview, Merrick, and Mannion Residential Programs and has served as a liaison with the Binghamton City Drug Court system. As the Supportive Living Program Coordinator, Gary oversees Fairview’s HUD Women and Men’s Residential Programs as well as Supportive Living Base and the Housing Plus Care Program.

Shelter Plus Care

Amy Elliott, CASAC-T – Program Coordinator

Amy Elliott began her relationship with Fairview Recovery Services, Inc in the Fall of 2009 while fulfilling two concurrent internships in the Community Residence Program. Ms. Elliott quickly excelled from her internship experience to working as a full time Case Manager in Fairview’s Supportive Living Program. She served as Case Manager for two years before being promoted to the Shelter Plus Care Program and ultimately achieving her current position as the Shelter Plus Care Program Coordinator. Ms. Elliott graduated with honors from Broome Community College with an Associates in Applied Science of Chemical Dependency.

MICA Enhanced Residential

Yahna Solowiej, LCSW – Program Coordinator

Yahna is a graduate of Binghamton University where she received a Bachelor of Human Development and Master’s in Social Work degrees. During her undergraduate studies Yahna interned at the Mental Health Association of the Southern Tier and Chemung County Office of the Aging. She then interned with the Epilepsy Foundation and Binghamton General Hospital’s inpatient behavioral health program while completing her graduate studies.

Yahna joined the Fairview team in 2009 as the MICA Program Coordinator, a position that she still holds. In addition to the daily tasks of serving as the Program Coordinator, Yahna enjoys facilitating the open art studio and coordinating the care of the Serenity Garden at the Community Residence.

Kelli Morris – Program Coordinator

Kelli graduated from Broome Community College with an A.A.S. Degree in Communications and Media Arts at which time she also worked as a Peer Tutor and as a Writing Assistant in the Writing Lab at the college. After graduation she continued her education at Binghamton University where she participated in additional writing classes and began the process of matriculating into the Human Development curriculum.

Kelli began at Fairview in 2006 as the CCU Case Manager and shortly after became the Voc/Ed Program Coordinator until 2011 when she left to pursue other endeavors. Recently Kelli rejoined the Fairview team and has resumed her position as Voc/Ed Program Coordinator.

Addictions Crisis Center

Stephen Barton, CASAC – Director

Stephen Barton graduated from Broome Community College in 2012 with an Associate’s Degree in Applied Science/Chemical Dependency Counseling.
Stephen started his career in the addictions field as an intern for the Addictions Crisis Center and was soon hired by Fairview as a Program Aide for the Community Residence Program.
Shortly thereafter, Stephen was promoted to the position of Case Manager for the Supportive Living Program.
In May 2013, Stephen gained additional experience as an Outpatient Counselor for UHS’ New Horizons Program.
In February 2016, Stephen returned to Fairview as Director of the Addictions Crisis Center.

Brandy Rounds, CASAC-T – Program Coordinator

Brandy Rounds graduated from Broome Community College in 2012 with an Associate’s Degree in Applied Science/Chemical Dependency Counseling.

After completing an internship at the Addictions Crisis Center, Fairview hired Brandy as a Program Aide so that she could “get her foot in the door”.
Within three short weeks, Fairview promoted Brandy to Case Manager for the Addictions Crisis Center Program.

Brandy has been diligent in her quest to earn an OASAS CASAC Credential and is ready to take the final exam, completing this process.
In May, 2014, Brandy was promoted and has taken on the challenge of Program Coordinator for the Addictions Crisis Center.
